CM Punjab Free Livestock Program
By providing free livestock, the CM Punjab Free Livestock Program 2025, started by Chief Minister Maryam Nawaz Sharif, aims to empower small-scale farmers and rural women in Punjab.
Thousands of animals have been distributed to worthy women in South Punjab as part of the program’s first phase. Phase 2 will broaden the program’s reach and provide more beneficiaries with improved assistance.
Overveiw
In 12 districts in South Punjab—Multan, Khanewal, Lodhran, Vehari, Bahawalpur, Bahawalnagar, Rahim Yar Khan, Dera Ghazi Khan, Layyah, Muzaffargarh, Rajanpur, and Kot Addu—the program aims to reach 11,000 women. The program’s objectives are to improve livelihoods, promote financial independence, and boost milk and meat production for both domestic and international markets by empowering women to sell milk or raise calves.
Phase 2: Specifics and Commencement Date
- Official Launch: Phase 2 began on May 15, 2025. According to the most recent announcement on livestock.punjab.gov.pk from the Punjab Livestock Department, registration is now open.
- Justification for the Timing: The summer launch coincides with the conclusion of Phase 1’s evaluation and coincides with weather that is conducive to raising livestock, guaranteeing that the lessons learned are put into practice.
Targets and Scope
Beneficiaries: In order to meet the program’s target of supporting 11,000 beneficiaries overall, Phase 2 intends to reach an additional 6,000–7,000 women.
Districts: The same 12 districts in South Punjab will be covered, with an emphasis on underprivileged villages and tehsils that were not fully reached in Phase 1. Although there is currently no confirmation, more districts might be added if funding increases.
Animals: High-yield breeds will be given preference when distributing the roughly 6,000–7,000 cows, buffaloes, and goats. Because they require less upkeep, goats are being prioritized in arid regions like Layyah and Rajanpur.
Budget: An extra PKR 2.5 billion has been set aside for Phase 2, which will cover training, veterinary care, animal procurement, and improvements to the digital infrastructure.
Qualifications
To ensure that the support reaches those who actually need it, Phase 2 requirements are identical to those of Phase 1.
Marital Status: Women who are legally divorced or widowed.
Age: Less than 55.
Location: A person with a Punjab domicile who lives in one of the 12 districts of South Punjab.
Poverty: Being in poverty is defined as having no consistent source of income and a PMT score of less than 32 (as confirmed by PSER).
CNIC: Valid Computerized National Identity Card
Ownership of Livestock: No Phase 1 animals may be owned or sold.
Care Capacity: The capacity to house and care for a single animal, as confirmed by nearby veterinarians.
Procedure for Applications
With both online and offline options, the Phase 2 application process is clear and efficient:
- To register online, go to livestock.punjab.gov.pk or get the “Asset Transfer to Rural Women” app from the Google Play Store.
- Use your registered mobile number and CNIC to create an account.
- Provide your personal information, marital status, and poverty status on the application form.
- Provide proof of residency (such as a utility bill or a domicile document) and a scanned copy of your CNIC.
- After completing the form, you will receive an SMS with a reference number.
- Registering offline:Go to the livestock department office or veterinary hospital that is closest to you in your district.
- Bring proof of residency, your CNIC, and any documentation proving you are poor, such as your BISP registration.
- Employees will help with completing the form and inputting information into the 9211 system.

Deadline for Registration
Phase 2 applications will close on June 15, 2025, but early registration is advised because space is limited.
